People of Color Still Facing Home Ownership Barriers in Oregon

As Oregonians recognize the 39th anniversary of civil rights protections in the Fair Housing Act, people of color are still facing challenges in home ownership. Housing advocates say white and Asian-American families in Portland are at least 30 percent more likely to own a home than other families, and similar patterns can be found elsewhere in the state.
John Miller with the housing group Host Development says there could be several reasons for that. For one thing, the home loan denial rate is higher for minority families.

“When you compare the same income of white families to people of color in the same income group, the denial rate is about 10 percent higher for people of color.”

He adds that another problem is the state's high housing prices.

“The incomes for some minority groups are lower and there's just not affordable products for folks.”

Miller says Portland's Operation HOME is one way to help solve the issue. Its main goal is to help close the homeownership gap between communities of color and the general population.
