Teachers: Kaine Budget Cuts Jeopardize Education

Richmond, VA - Will Governor Kaine's proposed budget cuts mean lower grades for the Commonwealth's schools? Virginia educators fear that may be the case. On Tuesday, Kaine announced plans to cut state spending by more than $135 million to help close the state's budget gap of up to $1.4 billion.

Kaine vows to protect funding for grades K-through-12, but also is suggesting cuts to initiatives like pre-K programs, school construction, and prospective salary increases for teachers.

The Virginia Education Association president, Princess Moss, says it doesn't add up. She warns that neighboring states already are luring some of Virginia's best teachers away with higher pay, and such funding decreases could accelerate the loss.

"Not only do the salaries have an impact, but in many places, such as North Carolina and Maryland, they also have a health benefits plan that is very enticing to Virginia's educators."

Moss says educators are pleased with Kaine's promise to fund the state's "Standards of Quality" in education, although she doesn't believe they go far enough.

"I hope folks will keep in mind that the Standards of Quality are minimum standards, not looking at the global picture of how we should be educating our children."

Moss predicts less state funding means towns and cities will be forced to make up the shortfall, which she believes is unfair. She says Virginia's constitution makes funding education a legal, as well as a moral, obligation.
