$73 Million in “Free Money” Still Sitting on the Table in PA

Philadelphia, PA – More than $73 million in "free money" is still sitting on the table in Pennsylvania. It's economic stimulus money, and almost a half-million Pennsylvanians haven't applied to receive their checks yet.

Donna Cohen Ross, outreach director for the Center on Budget Policy and Priorities, says her organization's research shows most of those missing out are seniors, veterans, and people with disabilities. They don't usually have to file income tax returns, because they don't make sufficient income to pay taxes.

"These could be people who haven't filed a tax return in many years. It can be confusing and intimidating to people. But those who haven't yet filed are among the people who need the payments the most."

Cohen Ross adds there are rumors going around that may discourage people from filing – that it might trigger an audit; that the stimulus check will be considered taxable income; or that it will count against other types of public assistance a person may receive, such as food stamps. All of that is untrue, she explains, and works against those who are struggling with rising prices and could use the money.

Everyone has to file a 2007 income tax return to get the check, even if they don't normally file tax returns. Cohen Ross says just a few lines on the IRS Form 1040-A need to be filled out. The deadline to file is October 15.
