3 Weeks for North Dakotans to Decide On Measure One

Bismarck, ND – The November ballot could fundamentally change how North Dakota spends and collects money. "Measure One" is a constitutional amendment that would approve a permanent, protected oil trust fund. Proponents say the fund would work much like a savings account, with the interest income banked for future spending.

While most agree that savings are necessary for the state, not everyone agrees with this proposal. AARP North Dakota State Director, Janis Cheney, believes Measure One is flawed. She says, rather than allow for necessary spending now, it would lock money away with no guidelines for how it would be used, even in cases of emergency.

"It puts language into the constitution of the state which would effectively eliminate the opportunity to design a trust fund that balances today's needs, while allowing us to properly invest for our future."

Backers of the plan call its opponents the "Spend-It-All Coalition." But Cheney points out that it is prudent to use some of the oil revenue to address a list of the state's existing problems, including the needs of senior citizens, children, and healthcare priorities.

"Care of our elderly, education, healthcare and infrastructure - yes, we think there are some things that we should be attending to, when we have some additional funds. We're by no means suggesting that we spend all of it."

The state Office of Management and Budget says, if both Measures One and Two pass on the fall ballot, they're expected to cost North Dakota at least $800 million.
