RALEIGH, N.C. - It's no secret that lobbyists have a big impact on public policy in North Carolina, and today we know who the most influential lobbyists are, thanks to the North Carolina Center for Public Policy Research. The Center recently released a survey that found that the lobbying industry has changed in the Tarheel State, with more people working full-time as lobbyists and more large companies employing more than just one person to lobby for their cause.

Sam Watts, public policy analyst for the Center, explains the trend.

"States are more influential now than ever before. It goes to show that the higher the stakes in the states are, the more interest groups are going to require a presence in a state capital."

While critics of the lobbying industry point to ethical issues and the extreme influence lobbyists can have in the making of public policy, defenders of the practice point out the value of the education a lobbyist can provide to legislators as they make decisions on particular issues. This is the 15th year the survey has been released.

Watts says much of a lobbyist's influence depends on the hot legislative issues for the current year.

"The hottest issues this time were alcohol and tobacco. A lot of that was centered around an alcohol and tobacco tax increase in the last session and the smoking ban in restaurants."

The survey is based on responses from legislators, lobbyists and state capital news correspondents.
