Idaho Listed in Juvenile Justice Reforms Report

BOISE, Idaho – Idaho is featured in a new report that finds states are changing juvenile justice laws to keep young people out of adult prisons.

The Campaign for Youth Justice compiled the legislative changes, noting that the Gem State now directs juveniles to juvenile facilities even when they are in adult courts.

Carmen Daugherty, policy director at the Campaign for Youth Justice, helped to write the report. She says there's more evidence in recent years about how incarceration doesn't reduce juvenile crime, or future crime.

"We also know that locking up kids is the most expensive option with the least effective results," she adds.

The report shows that changing mandatory minimum sentencing laws can help keep youth out of adult facilities, and some states have pursued that option.

In addition, Daugherty points out that prosecutors and judges usually have discretion in juvenile placement, and she credits that, along with changes in laws, for the drop in juvenile incarceration nationwide that was documented in an Annie E. Casey Foundation report earlier this year.

Daugherty says the report touches on the reasons young people end up in the criminal system in the first place, which often are connected to police presence in schools.

Daugherty adds that the statistics on crimes committed are important notes.

"Ninety-five percent of the kids who are in the adult system are in for nonviolent offenses, and that usually shocks many people," she explains.

Her group's research has found youth in the adult system for mouthing off at school, stealing a bike, or getting into a fight that didn't result in serious injuries.
