Opposition Mounts to Another Proposed ND Natural Gas Rate Hike

BISMARCK, N.D. - With many North Dakotans facing yet another hike in the cost of natural gas, one of the state's leading consumer groups is stepping up in opposition to the proposed increase.

Montana-Dakota Utilities had a fixed monthly charge of $9 a month in 2013. That rose to $15 a month this year, and now MDU is seeking approval for $21 a month.

Increasing that monthly fee regardless of usage will discourage conservation and especially burden those who can least afford it, said Josh Askvig, AARP North Dakota's associate director for advocacy.

"We think that the increased rates are unfair, and we're looking to fight for consumers and their pocketbooks," he said, "as this proposal we believe will hurt North Dakota families, especially those on fixed incomes."

In addition, Askvig said the request is not equitable because it would only increase rates for residential and small customers, not large companies.

According to MDU, the hike is needed to cover costs associated with the increased investment in facilities along with higher operation and maintenance expenses.

Askvig noted that AARP also is intervening in the case because MDU is asking for a guaranteed profit margin of 10 percent for the next five years, and the ability to automatically increase rates with just a cursory review if that drops below 9.5 percent.

"The more concerning side of that is the second side of that, which says and if they overcharge you, so if they charge you too much and it goes over a 10.5% profit, they only have to return half of the extra profit."

The North Dakota Public Service Commission will conduct a formal hearing on the proposed rate increase later this summer before it makes a final ruling on the request.
