La medida electoral aumentaría las penas para algunos delitos de robo y drogas, y desharía partes de la Proposición 47, que tomó ahorros provenientes de la reducción del encarcelamiento y los invirtió en programas de reducción de daños.

Tinisch Hollins de Californianos por la Seguridad y la Justicia habló el miércoles en la inauguración de un nuevo centro de recuperación de traumatismos en Oakland.

"Está empujando al estado a volver a adoptar medidas más duras contra el crimen. Estamos rechazando eso. Es necesario priorizar los recursos para crear centros de recuperación de traumas porque esta es la manera de crear seguridad en nuestra comunidad," Hollins dijo.

Los partidarios de la Proposición 36 dicen que las leyes actuales son demasiado indulgentes, particularmente en lo que respecta al robo en comercios minoristas. El analista legislativo estatal dice que la Proposición 36 enviará a muchas más personas a la cárcel, aumentando los costos de la justicia penal desde decenas de millones hasta cientos de millones de dólares cada año.

Hollins dice que eso significará menos dinero para programas que realmente aborden la pobreza y la desesperación, la causa fundamental del crimen.

"Las personas que se han visto afectadas por el encarcelamiento, las personas que se encuentran sin hogar, las personas que enfrentan barreras para encontrar empleo, en realidad pueden obtener una gama completa de servicios para estabilizarse. Piense en el impacto que tendrá esto si podemos continuar expandiendo este modelo," Hollins explicó.

Los defensores proyectan que la Proposición 36 significará 850 millones de dólares menos durante la próxima década para centros de recuperación de traumas, salud mental, tratamiento de drogas, servicios a víctimas, reinserción y programas de prevención del delito.
