State lawmakers will be laboring until Labor Day to finish the overdue state budget, and health care reform is one of the sticking points. The Senate passed the "Healthy Wisconsin" plan, which would guarantee coverage for all Wisconsinites. The Assembly rejected the plan, saying it would cost too much and require higher taxes. Robert Kraig with Citizen Action of Wisconsin says Wisconsinites and businesses face a huge burden from spiraling health care costs, and the Healthy Wisconsin plan would save money.

"It replaces current health care costs. So, we will save $750 million in the first year of Healthy Wisconsin and $13.8 billion over 10 years. And so it actually is gonna reduce health care spending in the state. Most businesses, most individuals will save money, and they'll be getting a health care coverage that is much more secure and much better than they get now."

Rich Eggleston with the Wisconsin Alliance of Cities believes local governments need a significant health care reform plan, which could provide property tax relief and significant savings.

"We're not just talking about local governments' costs, we're talking about small businesses. We're talking about individuals."

Lawmakers from both houses will resume budget negotiations later this week.
