$10 Million Decision for Lewis and Clark County

Helena, MT – Even in the economic downturn, Lewis and Clark County has $10 million to spend, thanks to an open space bond approved by voters. Andy Baur, executive director of the Prickly Pear Land Trust, helped gather input from around the county about what people want to see done with the bond revenue. Their wishes go beyond protecting open spaces, he says: Residents want to keep rural landscapes working, whether as farms, ranches or wildlife habitat.

"Public values include scenic values, wildlife values, water quality--the more we can demonstrate that with this bond funding, the better."

The easements leave property in private hands while securing a guarantee the land will be kept mostly as is, and not turned into a subdivision, resort or industrial park.

When easements are purchased, Baur says, there is often matching money available from conservation groups and foundations. That's what other counties have done to stretch bond dollars.

"Gallatin County has leveraged every dollar they have from their bond measure four-to-one, and Missoula County, six-to-one."

Bond opponents argued that the county already has plenty of open space available on public lands, but the bond was narrowly approved by voters.

Citizens can apply to be on the board that will recommend the conservation easements to be purchased with the money.
