A Possible "Do-Over" for Early Childhood Education Plan

SIOUX FALLS, S.D. - Plans to set up a framework for public preschool programs have been debated in the past two sessions of the South Dakota legislature and narrowly defeated each time. Now, Gov. Mike Rounds' administration is considering applying for federal funds to move forward with setting up that framework.

Dr. Susan Randall, executive director of South Dakota Voices for Children, says it would be a major step forward for early childhood education.

"It could do nothing except be positive in enhancing coordination, and enhancing opportunities for addressing unmet needs."

To help set up South Dakota's program, the federal Administration for Children and Families will provide $500,000. To gain access to this funding, the state must come up with about $1 million. Randall is hoping South Dakota does not miss out on this federal matching money.

"It would definitely be a missed opportunity if we did not establish this early learning council. We understand that all other states are moving forward with early learning councils in accord with the passage of the federal Head Start legislation a couple of years ago, and we would not want to miss the opportunity it presents to our state."

Opponents of the early learning councils did not want government to be involved in these programs, preferring that parents take responsibility for that education in the home. The state's response to the federal offer has to be returned by the end of the month.
