39 Years Later - Abortion Restrictions Hit Record High

DURHAM, N. C. – This month marks the 39th anniversary of Roe v. Wade, the U.S. Supreme Court decision that legalized abortion. However, after 39 years, it's becoming more and more difficult for women – in North Carolina and the rest of the nation – to obtain abortions.

According to research from the Guttmacher Institute, the number of states' newly-enacted abortion restrictions reached a record high in 2011. The study found 24 states passed 92 restrictions, including North Carolina.

Last year, the legislature voted to cut Planned Parenthood funding that was used to offer women preventive health care. Paige Johnson, vice president for public affairs at Planned Parenthood of Central North Carolina, says the statewide organization – Planned Parenthood of North Carolina – has an injunction against the legislature's cuts.

"It's not just an abortion issue. This legislature has taken extreme steps to deny low-income women access to preventive care."

Johnson says in many communities where there are Planned Parenthood offices, the local health department has up to a three-month waiting list for preventive care for women. In addition to funding cuts, she says, the State Assembly voted to pass a law to have more control over what is said to a woman inside a doctor's examination room.

"They put in place state-written and mandated counseling, and they put in place some of the most extreme intrusions in the doctor-patient relationship that we've seen in our country."

The North Carolina budget provision also would have barred Planned Parenthood from receiving state funding for contraceptive and teen pregnancy prevention programs.

The Guttmacher Institute research found that nationwide, 2011's abortion-related restrictions broke the previous record of 34 passed by states in 2005.
