Report Recommends Maryland Charter School Rule Reforms

BALTIMORE - Maryland's charter school laws have been on the books for ten years, and while many members of the General Assembly have acknowledged the need for updates, plans last session didn't make it to a vote.

A new report on charter school reform is designed to help lawmakers get the job done next year. The Baltimore Community Foundation and Maryland Campaign for Achievement Now issued the piece.

Danista Hunte, vice president of community investment at BCF, says they found that many charters had encountered "gotcha" situations after they filed because they didn't know all the local requirements.

"We wanted all charters to have a clear outline of what the requirements are, and the criteria that they need to meet need to be standardized and made available at the front end rather than at the back end."

She says the recommendations in the report respect local control in making charter decisions, while also calling for more transparency in the schools.

Hunte says there was general agreement that the Maryland State Department of Education needs a stronger role in gathering and scrutinizing charter school financial details.

"Right now the charter school office is an office of one person, and we really think that person does a yeoman's job, but certainly could use additional support."

Charter school operators, school system representatives and public officials met to discuss problems charters face, as well as provide input on the recommendations.
