MN Remains on Steady Ground for Adults with Degrees or Certificates

From declining enrollment to culture-war issues, higher education faces a range of obstacles. But in states such as Minnesota, new figures show promising numbers when it comes to college students completing their degrees or certificate programs.

The Lumina Foundation is out with its latest report that tracks post-secondary educational attainment. The national rate for working-age adults with some type of degree now stands at nearly 54%, the highest level since the group's tracking began.

Minnesota is at more than 60%, and is among the leaders for young adults. Minnesota Office of Higher Education commissioner Dennis Olson said students around the region are pursuing a range of opportunities.

"At this point, there seems to be a growing popularity for certificate programs or for shorter-term credentials - industry-recognized credentials," said Olson. "But certainly, the data is still strong for degree programs as well."

Olson acknowledged that significant racial gaps still exist and says closing them is the agency's main focus as it pushes the state to reach its own attainment goal of 70 percent by 2025.

He predicted Minnesota will get close to that level but notes a strong job market and shrinking high-school graduating classes might complicate efforts.

Olson added that Minnesota has one of the loftier attainment goals in the country, and being able to adapt might help to keep the state on its steady path.

He said that includes improving data collection to reflect current trends.

"[With] the strong economic position that the state is in," said Olson, "many folks are gravitating to shorter-term programs."

That's resulted in a legislative push to have the data include students who have earned industry-recognized credentials. Olson said that can help to paint a more complete picture for post-secondary attainment.

In 2008, Lumina Foundation laid out a nationwide attainment goal of 60% it said was needed to maximize opportunities for future generations.

Despite gradual increases, the organization says progress needs to speed up to meet the needs of a more diverse population.
