Gov's Budget Begins to Restore CA's Schools

SACRAMENTO, Calif. – After years of steep budget cuts, California's fiscal outlook is looking brighter thanks to new taxes approved by voters.

Governor Jerry Brown's budget proposal eliminates the deficit and includes an increase in spending, mostly for education. Under the plan, schools will receive an additional $2.7 billion for K-14 education.

Joshua Pechthalt, president of the California Federation of Teachers, says for the first time in many years, school budgets won't be cut.

"This is a dramatic improvement. And I think we can thank the voters of California for passing Prop. 30 and making a statement they no longer want to see cuts to public schools, and this is a tangible result of that important vote last November."

However, Pechthalt cautions Prop. 30 revenues will only get California part of the way toward restoring lost services.

One of the proposals included in Brown's budget plan is the "Local Control Funding Formula," which would allow the state to focus on California's most needy students.

Pechthalt says simplifying school funding is a necessary reform, but it must also guarantee fairness.

"If the Weighted Student Formula ends up being an overlay on top of a base funding that's increased for everybody, that's something that I think is worth looking at and could be something that we support."

The governor's budget proposal also calls for $1 billion to be kept in reserve. Brown says he's determined to avoid the fiscal mess the last few governors have had to deal with.
