BOISE, Idaho - What once was a highly controversial idea - wilderness designation for the Boulder-White Clouds region - is about to become law.

The U.S. Senate approved the Sawtooth National Recreation Area and Jerry Peak Wilderness Addition Act on Tuesday, an idea based on conservation ethics that arose more than 40 years ago when plans were unveiled to remove Castle Peak for an open-pit mine.

Rick Johnson, executive director of the Idaho Conservation League, is all smiles.

"A mentor of mine said a long, long time ago, 'You only win with endless pressure, endlessly applied.' It's all about the long haul," Johnson said.

More than 275,000 acres of the Boulder-White Clouds officially will become wilderness. The region features diverse wildlife habitat, headwaters for four major river systems and more than 100 mountain peaks at more than 10,000 feet.

Johnson has been a high-profile advocate for protecting the region for years. The proposal also has changed over the years to include local communities, recreation options and economic concerns and benefits. But he said people really were the key, with U.S. Rep. Mike Simpson, R-Idaho, sponsoring multiple versions of the bill over the years and some heavy lifting done by U.S. Sen. Jim Risch, also R-Idaho.

"There's always the challenge of a compromise in the legislative process, and that's what this was," Johnson said. "We lost a lot over the years, but in the end, it is a bill worthy of the place."

The U.S. House previously approved the bill, which now awaits the president's signature.

The Senate version of the bill is online at congress.gov.
