Official: Virginia in Good Position to See Results Before Other States

RICHMOND, Va. -- Virginians planning Election Night parties might see some results this evening. Almost 2 million absentee ballots have been cast in the Commonwealth, and officials say new rules for processing those ballots mean voters might hear outcomes sooner than in other states.

Absentee voting more than quadrupled from the 2016 presidential election, and that rise has left some concerned that we won't know results until many days after Election Day. But Jessica Bowman, chief deputy commissioner at Virginia's Department of Elections, said this year, local registrars can process absentee ballots in advance, speeding up the pace of ballot counting.

"They can bring in officers of election representing each political party, open the envelopes, get the ballots out of the envelopes and put it through a scanner, much like anyone would do when they're voting in-person either early or on Election Day," Bowman said.

She said mail-in ballots postmarked on or before November 3 will be accepted until noon on Friday, November 6. And she's urging folks to drop off their absentee ballots in person today to avoid any possible delays with the Post Office or problems with postmarks.

Bowman said new rules for counting and casting ballots are to make voting safe during this unprecedented pandemic-time election. She said folks should trust the voting system even if some precincts don't report immediately.

She also noted the Department of Elections will not report new absentee ballot totals each day after Election Day.

"After the noon Friday deadline, localities will update those central absentee precinct numbers," she said. "For some localities, that may be 12:05 on Friday. For other localities, if they've gotten a lot of ballots in, it could be later."

This election includes a constitutional amendment that would create a bipartisan redistricting commission in Virginia with equal representation from both parties. The state's Democratic Party is opposed to it. But 64% of likely Democratic voters are in favor and 42% of Republicans oppose it, according to a poll by Christopher Newport University.
