Amid Troubling Poll Numbers, ND College Carries Out New Vision

A new Gallup poll found Americans' confidence in higher education has fallen to 36%.

It added to the headwinds facing colleges and universities, but some campuses, including in North Dakota, remain undeterred in attracting students. The latest poll results are a sharp decline from 2015, when nearly 60% of respondents looked favorably on higher education.

John Carroll, vice president of strategic initiatives at Bismarck State College, said after a 10-year enrollment decline across the state's university system, his campus saw a rebound over the past year. He explained it is all about adapting, as prospective students look for value in the education they are paying for.

"We provide a pathway to high-priority, high-demand occupations," Carroll emphasized. "Either through short-term stackable certificates and traditional degrees to get folks either into the workforce quickly or to retrain them to get them into a new career and a new trajectory."

The school's new vision is tied to the state allowing it to become a polytechnic institution. Carroll pointed out about half of their students take technical classes, and in graduate surveys, 91% are either working in a related field or continuing their education. He noted those results can help maintain some of the recent growth through word of mouth.

Carroll added another helpful approach is, when appropriate, they have allowed the private sector to have a voice in guiding curriculum for certain programs.

"Students were getting the mix of academic theory as well as practical application in their programs," Carroll stressed. "As well as an opportunity for internships and apprenticeships."

As for the Gallup poll, its authors say all major subgroups are less confident in higher education, but the biggest drop was among those who identify as Republicans.
