Reno Looks for Feedback as Redistricting Finalization Nears

The City of Reno is continuing its redistricting process and today is the last day for community members to submit their feedback on six draft maps.

Noé Orosco, program manager at Silver State Voices, said the City of Reno hired a consulting firm which will take the feedback and reduce the number of potential redistricting maps.

Reno residents can make suggestions through an online survey or use a map portal. Orosco said redistricting is more than just about voting. He added that elected officials are the voice for their constituents who have specific needs or desire certain services.

"How these wards are drawn is going to determine who can run for office," he said, "and then who lives in the district or the ward is going to determine the responsiveness of the elected officials."

Orosco said he wants community members to look at the six draft maps and consider where the boundaries have been drawn -- for example, seeing if your home will be within or outside the same district as your child's school. Orosco said the goal is to have new wards adopted by the Reno City Council by Aug. 23 and then sent to the Washoe County Registrar of Voters by September.

The Reno City Charter Committee recommended the city go from five wards to six as a result of a 2017 law. Orosco said the Nevada State Legislature is responsible for conducting redistricting every decade, following the U.S. census. Several maps, including in Alabama and Louisiana, violated Black voter's rights and wound up in the U.S. Supreme Court.

According to the census, Orosco said, about a quarter of Reno's population is Hispanic or Latino.

"I believe the city council said there was an appetite, it wasn't a rule or a principle that they said they were going to implement into this process," he said. "They had an appetite for trying to develop at the very minimum one, but possibly two districts that are going to be majority-minority districts."

After the 2020 census, Orosco said, Nevada has prided itself on being the third most diverse state in the country, but added that the demographic makeup of local governments do not reflect the communities they represent.
