Initiative launched to open avenues to a college education

Indiana is part of a new program created to help young people access early college credits, apprenticeships and certification programs.

Many Indiana colleges and universities are seeing their enrollment numbers drop as high school graduates choose not to go on to college. LAUNCH is a national college and career pathways initiative to change that by helping states provide high-quality and equitable postsecondary pathways for students.

Katie Lash, executive director of the East Central Educational Service Center, explains that Indiana already has a good grasp on the issue.

"The good news," she said, "is Indiana was already definitely involved in a lot of this work - and by some measures, perhaps ahead of other states - in how we have tried to approach these concerns."

The initiative is in response to state House Bill 1002, signed into law in May, that requires schools to provide more career coaching and improve access to higher-education and training programs. According to the latest Indiana College Readiness Report, the state's college-going rate in 2020 fell to 53%. Just five years earlier, it was 65%.

Indiana is one of 11 states invited to participate in the LAUNCH initiative. Officials from LAUNCH and four school districts - Muncie, New Castle, Randolph Eastern and Richmond - met in Indianapolis to share resources and build sustainable programs. Lash said she believes each region has its unique strengths and challenges.

"Implementation has been occurring because we've already been headed in this direction," she said, "but it's been a really valuable system for us to have national partners, to really dive into these four districts and really look at how these conversations affect each school district differently."

LAUNCH officials are also working with state education and workforce development agencies to do more to encourage Indiana's future workforce. The College Readiness report found one in four women in Indiana choose health professions, and one in five men choose business-management or STEM career fields.
