Un conjunto de proyectos de ley de seguridad fronteriza que están siendo considerados por los legisladores de Texas causará daño a los migrantes, a los residentes y a la ley , según dice un grupo estatal por los derechos cívicos.

La Unión Americana de Libertades Civiles se opone al Proyecto de Ley del Senado 11, que tipificaría como delito el ingreso ilegal a Texas desde México y autorizaría a la policía estatal arrestar a los infractores.

Es similar a la legislación que no se aprobó en una sesión anterior este año.

Tradicionalmente, la Legislatura de Texas se reunía cada dos años, pero esta es la tercera vez que los legisladores se reúnen en 2023.

El abogado principal de ACLU, David Donatti, dice que las interminables sesiones son implacables y agotan a los votantes.

"Parte de lo que lo hace sentir tan determinante es que se trata de una sesion legislativa especial," dice Donatti, "y es desconcertante y preocupante, y no es lo que la Constitucion de Texas preveia para la elaboracion de leyes en el estado."

Donatti afirma que Texas debería tratar a la migración como el derecho humano que es y crear un proceso humano, justo y accesible, en lugar de narrativas inhumanas.

Los proyectos de ley se han estancado debido a las luchas internas, y la sesión especial terminará mañana. En caso de que se aprueben, Donatti afirma que ciudadanos y no ciudadanos podrían ser objeto de discriminación racial y acoso.

A principios de este año, Texas empezó a desplegar cadenas de boyas especialmente diseñadas en medio del río Grande para disuadir a los migrantes de cruzar ilegalmente. Otro elemento disuasivo es el alambre de púas, del que Donatti dice haber sido testigo.

"He estado en la frontera y he visto el alambre concertina, y no solo lo he visto, tamben he visto familias separadas por este alambre de puas," asegura Donatti. "Esto es algo que desafia al sentido comun y a la humanidad."

La semana pasada, un juez ordenó a los agentes federales de la patrulla fronteriza que no interfirieran con el alambre de púas que Texas ha instalado. Esta semana está prevista una segunda vista del caso.
