Des Moines, IA – Citizens' groups in Iowa have filed a legal petition asking the U.S. Environmental Protection Agency to resume enforcement of the "Clean Water Act." The organizations, including Iowa Citizens for Community Improvement, are asking the EPA to revoke the state's authority to issue operating permits for large, so-called "factory farms." Carroll County farmer Vern Tigges says the Iowa Department of Natural Resources has been lax in regulating hog and cattle confinement operations, so citizens felt the need for the federal government to step in.

"This is something that should have been enforced all of these years and hasn't been. We all deserve clean water. Let's get our water cleaned up, since we are one of the worst in the country."

Tigges, whose own farm is surrounded by factory hog operations, says the chronic lack of state oversight has led to more than 200 bodies of water in Iowa being declared polluted according to current water quality standards. Tigges cites the Iowa River as a prime example. It's on this year's America's Rivers list of "Top Ten Most Endangered Rivers" in the United States.
