Connecticut Goes After Race to the Top Funding

HARTFORD, Conn. - Connecticut has another chance to snag a federal Race to the Top grant, this one focusing on early learning. The winning states will share a $500 million pot to improve early childhood education.

George Hensinger, chairman of the board of the steering committee of Connecticut Parent Power, a statewide advocacy group, says for parents of young children, a key concern is program quality.

"There are very few indications for parents to be able to tell a good pre-school from a mediocre pre-school. This grant - Race to the Top - is very heavily leaning toward a statewide quality-rating and improvement system."

Race to the Top will create a star rating system to help parents find quality child care.

Hensinger says one big issue that must be addressed is teacher pay.

"Pre-school teachers start out making half what a public school teacher makes, and yet the science tells us that birth to age five is the more critical time in a child's development."

He adds that while teacher training and ensuring adequate hours of operation to meet parents' needs are both important factors in quality pre-school education, something else stands out.

"Class size and teacher-child ratio - that's the two most basic elements in any pre-school."

Gov. Dannel Malloy achieved universal pre-K education while mayor of Stamford, and he continues to make it a priority. He is scheduled to speak at a public hearing today at the Legislative Office Building, along with legislators, early education experts and parents.
