Farm Bill Would "Fortify" NV Animal-Fighting Laws

LAS VEGAS, Nev. - No spectators, no fighting. That's the message from animal-welfare groups trying to make it a federal crime, punishable by jail, to be a spectator at an animal fight. Both the House and Senate versions of the Farm Bill, under negotiation now, include prohibitions against attending an animal fight.

John Goodwin, Humane Society of the United States (HSUS) spokesman, said spectators are not innocent bystanders, and federal law enforcement should be able to go after them. He says Nevada needs to beef up its own laws, too

"In fact, the state legislature enacted stronger penalties for cockfighting just this year," Goodwin said. "Yet, there still does seem to be a bit of activity, especially in the Las Vegas area."

Even though animal fighting is a felony in Nevada, HSUS said the state has some of the weakest laws in the country when it comes to dog fighting, primarily because of minimal penalties for spectators.

Although animal fighting may seem like a good fit in a state with a robust gaming industry, Goodwin said it is not.

"This isn't simply someone putting a coin in a slot machine or putting some money down at a poker table. This is animals that suffer and die just so that someone can have something to bet on," he said.

Wayne Pacelle, HSUS president and CEO, said the Spectator Prohibition Act would fortify the law in Nevada. He added that he hopes it will eliminate incentives for dog fighting and cockfighting across the nation.

"It will crack down on the people who are bringing children to dog fights and cockfights, and on people who are just there to watch and to gamble on the outcome," Pacelle said.

The House and Senate have each passed their own versions of the Farm Bill. Now conferees will try to hammer out the differences.
