Campaign Finance: Fed Effort “Following Footsteps” of Maine

PORTLAND, Maine - Backed by government-reform groups, 128 members of the U.S. House of Representatives, including Maine's delegation, have introduced the "Government by the People Act" to encourage citizens to take their government back from free-spending corporations. It's legislation aimed at countering the effects of, among other things, the 2010 Supreme Court "Citizens United" ruling that corporations are people and donations are a protected form of political speech.

Maine was out in front of other states on election law reform, and Andrew Bossie of Maine Citizens for Clean Elections was in the forefront of that effort.

"You know, Maine led the nation with the first full public funding of elections law, and we are excited to see that folks on the national level are also interested in making sure the voices of everyday people are heard in our government," he declared.

The bill creates a tax credit for contributions to Congressional campaigns, and a matching public fund to amplify the influence of regular citizens in Congressional campaigns.

Rep. John Sarbanes, a Democrat from Maryland, is the lead sponsor of the bill.

"People are increasingly angry at this sense that they can't be heard in Washington, that they're being left out, their voices are being rolled over by super PACs and big-money interests here," he said.

Andrew Bossie pointed out that both Reps. Chellie Pingree [D-ME1] and Michael Michaud [D-ME2] are among the many House co-sponsors of the bill.

"Our two congressional representatives have endorsed this and we're thrilled that they're on board and we're thrilled that this bill being introduced would have the nation follow in Maine's footsteps," he declared.

Rep. Sarbanes added that polling data show that not just Democrats, but unaffiliated voters and Republicans, too, are concerned about the influence of big money on politics.
