Report: Addressing Poverty Requires Two-Generation Solutions

LANSING, Mich. - Lifting more than a half-million Michigan children out of poverty requires a systemic approach that breaks the cycle by supporting both kids and their parents, according to a new report from the Annie E. Casey Foundation.

Jane Zehnder-Merrell, Kids Count Michigan director, said the report highlights the need for Michigan lawmakers to take action on both fronts.

"We can really make a difference," she said, "with well-targeted programs that increase the earnings for the family, provide the supports that they need and have an opportunity to be successful at work as well."

Zehnder-Merrell said two-generation solutions for Michigan include expanding the state's Earned Income Tax Credit, passing family-friendly work laws for paid family leave and sick time, and improving child-care subsidies for low-income families.

Nearly 80 percent of low-income families with young children in the state have no parent with more than a high school diploma, which Zehnder-Merrell said points to the need to restore financial aid to older adults to attend Michigan's public universities.

"They really are struggling," she said, "and without educational opportunities, they're unlikely to be able to get access to a job that's going to be family-supporting."

Right now, Zehnder-Merrell said, there are very few programs that take a two-generation approach in Michigan, but she said Head Start - which provides early childhood education, health, nutrition and parent involvement services to low-income children and families - is a good example.

"We find that the kinds of skills that parents can build around communications and responsiveness to their kids are the same 'soft skills' that can transfer to the work environment," she said.

The report also stressed that connecting families with the tools they need to succeed will take collaboration on the part of federal and state agencies, as well as community and faith-based groups and businesses.
