Four FL Sponsors for Bill Banning Animal Testing of Cosmetics

WASHINGTON - Animal testing for cosmetics has long been controversial, but now a group of members of Congress - including four from Florida - want to ban the practice altogether.

Rep. Jim Moran, D-Va., is chief sponsor of HR 4148, the Humane Cosmetics Act, which would phase out animal testing for cosmetic products made in the United States within a year and imported cosmetics within three years. Consumers want the change, Moran said, and much of the industry already has started to make the switch.

Moran said other kinds of testing work better now, and are less expensive in the long run.

"Not only can we do without it, but we should," he said. "The testing on animals is not as effective as the new methods that generate better data and is quicker."

Imports contribute to the problem, Moran said, because companies often seek to bring in cheaper products from China, where animal testing still is commonplace. It was required for all cosmetics until just this month when so-called "ordinary cosmetics" became exempt. The European Union already has banned testing cosmetic ingredients on animals, Moran said, adding that he thinks it's clear that's the direction the market is going.

Moran said the act has nearly 50 co-sponsors, including Reps. Kathy Castor, Ted Deutch, Alcee Hastings and Frederica Wilson, all D-Fla. He admitted that getting this bill or anything through Congress is a challenge now, but is hopeful his colleagues will take it up.

Moran described some animal testing methods as barbaric.

"They shave the skin and pour toxic chemicals on to see how much the animal can take," he said. "They'll drop chemicals into the eyes of animals like rabbits to see how much damage is done, or to see whether if it makes them blind."

Once consumers learn about these practices, he said, they strongly prefer cosmetics made without what many consider to be animal cruelty.
